CANBERRA, Aug 2 AAP - The federal government has finally got the states and territories
to sign up to its $20 billion health reform agreement but critics say the plan is now
so watered down it won't end the blame game.

Labor has on a number of previous occasions declared the deal done, only to be later
rebuffed by state premiers demanding more cash and control.

But now the agreement is final.

"This is signed," Prime Minister Julia Gillard said on Tuesday.

"This is done and it's agreed to by all states and territories."

Since former Labor leader Kevin Rudd first announced he'd achieved "historic" reform
16 months ago, the commonwealth has been forced to ditch a number of key planks of the
plan.

Most crucially a proposal for the commonwealth to clawback 30 per cent of the states'
GST revenue in order to become the dominant funder of hospitals was dumped to get Western
Australia on board.

Victoria also had to be appeased with a promise that states would remain the "system managers".

Ms Gillard on Tuesday revealed a number of additional alterations.

The final agreement abandons Mr Rudd's "guarantee" that elective surgery patients will
be treated on time or get free treatment in a private hospital. Now there's simply a "target"

that 100 per cent of people be treated on time.

Further, only 90 per cent of emergency department patients now will have to be admitted,
referred or discharged within four hours, down from the previous 95 per cent target.

The prime minister says the changes were made on the advice of an expert panel which
argued the original guarantee and targets could have had "perverse and unforeseen consequences".

Public hospitals would have been left "scrambling" to find a private bed on a case-by-case
basis, she said.

Now they'll be able to enter long-term contracts with nearby private providers.

Ms Gillard also argued there were instances, such as with drug overdoses, where it
made sense to monitor people in emergency departments for more than four hours.

WA Health Minister Kim Hames says Tuesday's deal, which will see the commonwealth eventually
fund 50 per cent of the growth in hospital costs, should lead to improved health services.

"The commonwealth is increasing its funding above the previous national agreement,"

he told ABC TV.

"(But) the blame game is likely never to end while there is some degree of shared funding."

That's a view shared by the country's doctors. The Australian Medical Association says
the deal is only a "starting point" to achieve genuine reform.

"The blame game is not entirely gone but it's moved and it's changed," association
president Steve Hambleton told reporters in Brisbane.

"The AMA called for a single funder originally to make sure we couldn't have one level
of government blaming the other."

However, the federal government says the deal resolves the issue because fixed funding
will now be administered through a transparent National Health Funding Pool.

"What you won't see is the cycle that we've seen in the past where something goes wrong
in the hospitals (and) premiers say it's because the federal government doesn't fund hospitals
properly," the prime minister said.

Health Minister Nicola Roxon argues the states will no longer "be able to to say the
commonwealth is not shouldering a burden".

But the federal opposition isn't buying that.

Acting Opposition Leader Julie Bishop told reporters in Sydney the blame game would continue.

"All that's happened is that Julia Gillard has provided the states with more money
but with no guarantee of any reforms at all.

"She's capitulated to the states."

Under Tuesday's deal the states and territories are guaranteed an extra $16.4 billion
in growth funding and $3.4 billion for elective surgery and emergency departments by 2020.

Police move-on powers in Queensland will remain mostly unchanged despite a Crime and
Misconduct Commission report calling for them to be watered down.

The CMC reviewed the laws after a request by the government and made recommendations
in December last year.

It says the powers should remain .. but should only be used when there are behavioural
issues in public .. not against a person for merely being present in a public space.

Minister for police .. NEIL ROBERTS has rejected the CMC proposal .. saying the proposed
restrictions would make it more difficult for police to intervene in situations before
they escalate.

NSW:Cop basher sentenced to maximum 21yrs jail

SYDNEY, Dec 16 AAP - Sydney Sergeant Samantha Barlow was walking to work at Kings Cross
police station when her skull was smashed by a heroin addict wielding a piece of brick.

After the attack in the early hours of May 13 last year, Roderick Holohan ran off with
$200 while Sgt Barlow was left for dead in a nearby park.

In the NSW District Court in Sydney on Thursday, Judge Colin Charteris described the
attack as "vicious and brutal" and sentenced Holohan to a minimum 11-and-a-half years
jail for his attack on Sgt Barlow.

Holohan was also sentenced over the assault of another woman, Anna Berry, who he tried
to rob just hours before attacking Sgt Barlow, and for breaking into a camera store at
Wollongong days before he attacked the two women.

The 41-year-old had pleaded guilty to all three attacks, including charges of robbery
while armed with an offensive weapon and causing wounding/grievous bodily harm to Sgt
Barlow.

He was sentenced to a maximum 21 years imprisonment for the three offences combined,
with a non-parole period of 15 years and nine months, starting on August 14, 2009.

The court heard that on May 12, 2009, Holohan tried to attack Ms Berry in Darlinghurst,
in Sydney's east, but she fought him off.

He later told police he was trying to rob people to buy heroin.

Hours later, he spotted Sgt Barlow in civilian clothing.

He grabbed a piece of brick and hit her at least twice in the face.

He then hit her twice in the back of the head while she was on the ground and, thinking
he had killed her, dragged her into Arthur Park at Kings Cross "so no one could see her",
before stealing her bags.

He bought a bottle of water to wash his hands - because the incident made him "feel
sick" - before catching a train to Port Kembla, south of Wollongong.

At the time of the attack, Holohan was on parole for a break, enter and steal offence.

Sgt Barlow was found by colleagues bloodied and "dazed" in a nearby bus shelter, having
left an eight-metre trail of blood.

The 35-year-old mother-of-two was taken to hospital and placed in an induced coma before
part of her fractured skull was removed to relieve pressure on her brain.

Holohan told police he felt "really bad" for Sgt Barlow and her family.

"I will take it to my grave, I know that," he said.

Judge Charteris said Holohan had an "appalling" criminal record and his attack on Sgt
Barlow should be placed in a "worst case bracket".

"(It was a) cowardly, vicious and brutal attack on a citizen that was doing no more
than going to her workplace," the judge said.

Outside court, Sgt Barlow, flanked by her husband, Inspector Laurence Barlow, said
the sentencing of Holohan was a "significant milestone" that would allow her to move on
with her life.

But it would never be enough for what she had suffered, she added.

"I was walking to work to do the job I love, serving the community of NSW," she told reporters.

"I was brutally bashed and left on the side of the road.

"Since that day, I have not had the opportunity to do my job, be a mother to my children
or the wife to my husband that I wanted to be.

"Despite what this criminal did to me, I would not let him beat me," she said.

Holohan will be eligible for parole in May 2025.

ABU BAKAR BASHIR.

Indonesian police have told local media BASHIR has been arrested in West Java in connection
to possible terrorism-related offences.

The 72 year-old is best known as the co-founder and spiritual leader of Jemaah Islamiah
.. the terrorist group responsible for the 2002 Bali bombings that killed 202 people including
88 Australians.

Mr SMITH says the arrest shows Indonesia is committed to counter-terrorism.

Police have launched a manhunt for the husband of a 29-year-old woman found dead with
a knife wound to her throat in Sydney's west.

The Indian national was discovered dead by police after reports of a disturbance at
the couple's house at Westmead last night.

Police say her husband .. 23-year-old CHAMANJOT SINGH was seen leaving the house on
foot shortly before police arrived .. and detectives are very keen to speak to him.

Vic: Chronic govt failures contributed to fires: Baillieu

MELBOURNE, Aug 18 AAP - There was a litany of failures by the Victorian government
to adopt fire policies before Black Saturday, state Opposition Leader Ted Baillieu says.

Warnings issued in "countless" investigations were ignored or delayed, contributing
to the devastating bushfires on February 7, he said.

The 2009 Bushfires Royal Commission's interim report released on Monday had drawn attention
to the government's "catalogue of failures", Mr Baillieu told reporters.

"(The government) must accept responsibilities for the failures of their own policy
decisions, for their own funding decisions of their own agencies.

"To do otherwise is to let down Victorians."

But Mr Baillieu refused to single out Country Fire Authority chief Russell Rees for
responsibility for the fires, following criticism of his role in the report.

"Clearly the commission report makes it difficult for him," he said. "But I particularly
do not want to single out any individual."

Mr Baillieu called on the government to act swiftly on the report's 51 recommendations
ahead of the next bushfire season.

He added government resources should be dedicated towards community education.

"Without the right information people won't make informed choices," he said.

CANBERRA, April 8 AAP - The federal government is adamant its high-speed broadband
service will be affordable, saying it will put strong downward pressure on prices.

The government is planning to roll out a national network from early next year, through
a public-private company in which it holds a majority interest.

But the opposition has questioned whether the $43 billion network will be commercially viable.

Finance Minister Lindsay Tanner says it is, and that it will be a huge boon to the
economy, productivity and jobs.

"(It) will ... put very strong downward pressure on prices," he told ABC Television.

The nation's biggest telco, Telstra, could contribute to the project.

NSW: Motorcyclist dies in peak hour collision

SYDNEY, Dec 3 AAP - A motorcyclist has been killed in a peak-hour collision in Sydney's
north that caused major traffic disruptions.

The accident, on the Pacific Highway at Pymble on Wednesday, closed both northbound
lanes for several hours in the middle of the evening peak.

The motorbike and a ute, both travelling north on the highway, collided about 5.30pm (AEDT).

The impact flung the 22-year-old rider and his male pillion passenger into a power pole.

The rider died at the scene and his passenger was taken to Royal North Shore Hospital
with serious injuries.

The driver of the ute, who escaped injury, was spoken to by police but no charges have been laid.

All southbound traffic on the highway was diverted onto Telegraph Rd while the highway's
southbound lanes were used by northbound traffic.

The northbound lanes of the highway were closed for several hours while the Crash Investigation
Unit was at the scene.

SYDNEY, April 30 AAP - Opposition Leader Brendan Nelson says Labor should focus on
its own backyard before chastising the Liberals over the federal election leaflet scandal.

Five people linked to the Liberal Party have been charged with distributing unauthorised
electoral material after leaflets were distributed in the western Sydney electorate of
Lindsay just before last November's poll.

The leaflets, purported to be from a radical Islamic group aligned with the ALP, stated
Labor supported terrorism and forgiveness for the Bali bombers.

Infrastructure Minister Anthony Albanese today called on Dr Nelson to find out if any
senior Liberal Party members were involved.

The opposition leader today condemned the actions, but would not comment further on
the legal proceedings.

"The charges against these people and the conduct of which they are accused is absolutely
deplorable (and) it's being dealt with through the courts," Dr Nelson told reporters in
Sydney.

He suggested Mr Albanese should worry more about a recent break-in at his electorate
office and the ICAC inquiry into a sex and bribes scandal at Labor-dominated Wollongong
council.

"I think Mr Albanese should look in his own backyard," Dr Nelson said.

"And if he's not happy to look in his own backyard, he needs to go down to Wollongong."

NSW: National road toll rises to 27 after Vic woman's death

The national holiday road toll has risen to 27 deaths .. after a 23-year-old woman
was killed when her car crashed into a power pole in Melbourne's west.

Police say the woman's car veered off a dirt road and into the power pole at Rockbank
.. at about nine o'clock (AEDT) this morning.

She was the sole occupant of the car and died at the scene.

Victoria now leads the grim Christmas road toll .. with nine people killed.

Both Western Australia and NSW have recorded five deaths .. while in Queensland three
people have died on the roads.

The have been two road deaths in South Australia .. and one each in the Northern Territory
.. Tasmania and the ACT.

But the toll is four less than the same time last year.

Qld: Nursery operators welcome level five changes

It's about to get tougher for nursery operators in Queensland .. as the south-east
moves to level five watering restrictions next Tuesday.

And the head of the Nursery and Garden Industry Association DONALD SCOTTS says he'll
keep lobbying the state government for an exit package for those who'll be forced to close
down as consumer demand shrinks.

But Mr SCOTTS has welcomed the decision to allow people to hand water their gardens
three afternoons a week .. rather than the originally suggested two mornings.

He says plants can survive on morning frost or dew moving into winter .. but they need
a drink in the afternoon.







From Tuesday .. odd-numbered houses can use watering cans or buckets to water their
gardens from 4pm to 7pm (AEST) on Tuesday .. Thursday .. and Saturday .. while even-numbered
houses can do so on Wednesday .. Friday .. and Sunday.

Labor leadership aspirant KEVIN RUDD has a croaky voice this morning .. after three
days of working the phones to secure the votes to unseat KIM BEAZLEY.

He's told reporters at Parliament House in Canberra .. he and running mate JULIA GILLARD
are happy to leave their futures in their colleagues' hands.

The Labor caucus meeting starts at 10 o'clock (AEDT).

Mr RUDD and Ms GILLARD have been lobbying hard to secure the crucial 45 caucus votes
needed to oust Mr BEAZLEY and his deputy JENNY MACKLIN.

And Ms GILLARD's told reporters she's feeling good.

The outcome appears to rest on less than a dozen MPs who are still undecided.

A British customs official has been given the all clear by her government to appear
at the COLE inquiry into the AWB kickbacks scandal.

FELICITY JOHNSTON will give evidence .. probably next month .. about how she alerted
the Australian government six years ago about the scandal.

The inquiry's lawyers want to question Ms JOHNSTON about how she alerted Australian
government officials in early 2000 about complaints AWB was paying kickbacks to SADDAM
HUSSEIN's regime.

At the time .. she was on secondment from the British government to the United Nations'
headquarters in New York .. where companies such as AWB had their contracts to export
goods to Iraq under the oil-for-food program .. processed.

Ms JOHNSTON is expected to be the final witness to appear at the inquiry.

New ticketing system aimed at wireless users.

Visitors to soccer games and other stadium events could soon be able to order tickets online and receive them instantly via their mobile phones, thanks to a new system developed by two Austrian companies.

Users can pay for tickets via the Internet and, a few seconds later, receive a graphic image via mobile phone containing an encrypted entry code. By passing the phone display over a scanner, similar to a supermarket checkout system, they can gain access to the event.

The paperless ticketing system allows customers to make last-minute online ticket purchases, eliminating the three-day minimum usually required when a paper ticket has to be printed and mailed, said Thomas Reiter, a spokesman for mobile Internet applications company Universal Communication Platform (UCP), which is developing the technology along with ticketing and access control specialist n-tree solutions Ticketsysteme.

The system is designed to send images via the popular text messaging standard Short Message System (SMS), he continued, and takes into account the various handset manufacturers' sometimes incompatible standards for picture delivery. Users will enter their phone model name in the form when placing orders.

"Of course, this works with the Nokia standard, as well as with [Enhanced Messaging Service], which is actually a standard that is supported by most of the handset makers," he said. "And for those that support neither, we have developed a solution that works by [Wireless Application Protocol], and as of now, more or less all handsets are supporting WAP. We are also open to future standards like [Multimedia Messaging Service]. We can say that 95% of all existing handsets are able to use our system."

Although WAP has been slow to catch on among many wireless users, Reiter said the project's target consumers, the under-30 set, are more likely to have tried it.

"It's a learning process. All the mobile users will get used to these new technologies," he said.

The partners made their first public demonstration of the ticketing system Wednesday at the Football Expo 2002 in Cannes, said Reiter. An Austrian nightclub event organizer has also inquired about implementing the system at an upcoming event for some 6,000 young people, he added, though he declined to give details.

"At the initial stage we're trying to get all the big football stadiums that might want to implement this mobile ticketing solution," he said, adding that the developers are hoping to target the World Cup 2006 soccer tournament in Germany. "The first response that I've heard from Cannes is very, very positive."

A ticketing system consisting of hardware and software will be priced at around 7,000 euros ($6,250) per entry unit, Reiter said. Initially the companies are focusing on European markets, but potentially could expand to other areas with GSM wireless service, such as North America and Asia, he added.

Santa Fe, N.M., Independent Bookstores Hold Their Own against Borders.

Jun. 12 -- Borders Books & Music, the corporate behemoth that opened in Santa Fe nine months ago, may have made a big splash in the small pond of Santa Fe's book-selling industry.

But Railyard Books, Collected Works, Garcia Street Books, the Travel Bug and Ark Books aren't washed-up just yet. In fact, none of those independent book stores have gone out of business since Borders opened. And, indeed, thanks to loyal customers, of all of them seem to be holding their own.

One frequent book store visitor, retired teacher Jim Bentley, said he shops at Borders because the parking is convenient and he also enjoys the store's espresso bar.

But when it comes to service, Borders seems to be lacking the experienced staff some of the independent stores have.

"They have a bunch of kids working at Borders," Bentley said. "They don't know the end of a book from another."

Eldorado resident Alan Ross said he "enjoys a good, big book store like Borders," but he also shops as the smaller, specialty stores that abound in Santa Fe.

"Hopefully, they all can co-exist," he said.

In the long run, Ross added, "I think Amazon.com will have more of an impact" on small book stores than Borders.

There's no denying the Internet has the best prices -- Amazon.com, Barnes and Noble.com and Borders.com all recently began selling New York Times best sellers at 50 percent off the list price. That price is below what small book-store owners can buy books wholesale.

Independent book-store owners did win one big battle recently recently when Barnes & Noble, under pressure from the Federal Trade Commission on anti-competitive grounds, withdrew its offer to acquire the Ingram Book Group, the nation's largest book wholesaler.

The American Booksellers Association, in a statement, said it was "extremely gratified" that the $600 million deal fell through.

The ABA and its members feared that if Barnes & Noble controlled Ingram, delivery of important books to independent book stores could have been delayed and Barnes & Noble would have gained access to the buying patterns of independent booksellers.

"There was a tremendous outcry" by independent book store owners, said Carol Parker, owner of Railyard Books, located on Read Street at Guadalupe. "And there was a well-organized response to the FTC about unfair trade practices."

But even though the small book stores came away victorious in that battle, the corporate book stores are taking their toll.

Parker said she expected her sales to drop when the Santa Fe Borders opened, based on predictions from industry sources. And her sales did drop -- about 10 percent.

"You would be putting your head in the sand to believe there would be no impact" from the opening of a store like Borders, she said.

"It has impacted all independents," said Jean Schaumberg, manager of Railyard Books and former owner of Collected Works Bookstore. "But we're still a strong store."

To compete, not only with Borders but with Internet book sellers, "You kind of have to reinvent yourself constantly," she added. "Retail as we know it is going away."

One move Railyard Books made was to establish its own web site, railyardbooks.com, that allows customers to do on-line searches for books and also to order books on line.

Railyard, and other local book stores, can also order books from distributors and have them delivered in 24 hours, but some times that's not fast enough.

"This is a society interested in immediate gratification," Parker said.

At Collected Works Bookstore on West San Francisco Street, owner Dorothy Massey said her store "is doing just fine. We had a dip in sales when they (Borders) opened. I assume a lot of people went to Borders out of curiosity."

But her store, Massey said, had an "enormous Christmas" and sales are now about even with where they were last year, "which was the best year we ever had."

Massey also said she is "considering" a web site but has not yet decided to go ahead with one.

Overall, "I'm co-existing very peaceably with Borders," Massey said. "Borders calls us when they don't have something. We have a perfectly cordial relationship with them."

Greg Ohlsen, owner of Garcia Street Books, on Garcia Street at Acequia Madre, and The Travel Bug, on Montezuma Avenue in the Guadalupe Station shopping center, wouldn't characterize his business relationship with Borders as cordial.

"They haven't helped us," he said. "They've hurt sales of everybody that sells the same product. But nobody has folded up and gone away. ... We try to focus on things they don't have."

At his Garcia Street store, "There aren't many changes we could make," he said. "We try to treat our customers better than they do."

The Travel Bug is specializing in United States Geological Survey maps and has created a web site, mapsofnewmexico.com, to facilitate the sale of the maps.

Eventually, "You'll be able to get all the USGS maps for New Mexico," Ohlsen said.

The store also has USGS aerial photographs dating back to the 1940s of various sites in the United States, including Santa Fe, Ohlsen said.

At Ark Books, one of the owners, Arielle, said the store, which is located on Romero Street, off Agua Fria, "is doing fine. We have the greatest customers in the world."

Even the Internet hasn't had much impact on the Ark's sales, she added.

Timer suggests modest recovery.(THROUGH SUMMER MONTHS)

Credit problems in the Euro zone, combined with disappointing economic news in the U.S., have raised doubts about the economic recovery here. The Timer (red line on the chart) suggests that it is too soon to give up on a recovery forecast. It recovered in May after a decline in April and is comfortably above 1.0, the critical value for a directional change. Since the Timer has a four-month lead on the pace of shipments, the May figure is plotted in September. New orders for both consumer goods and business equipment rose in May, as did building permits for new houses. The Fed's easy money policy contributed to a modest gain in the total money supply after adjustment for higher inflation rates. Even consumer confidence held up fairly well in May. But early indications suggest some weakening in June.

The momentum in box shipments slowed in May (blue line) but remains slightly above the 1.0 mark. The shipments calculation is designed to show momentum and give an early indication of a change in direction. It is defined as the ratio of shipments in any given month to the average in the preceding six months. The Timer suggests that the trend in shipments will tilt upward through the summer months.

Technical Note: Changes in the customer industrial base for corrugated boxes, combined with altered behavior within each industry, has changed the monthly pattern of shipments over time. Our most recent update shows some significant shifts in the monthly demand for corrugated boxes since 2006. More Internet sales and continued reliance on just-in-time inventories, for example, have tended to reduce seasonal swings in shipments. December is now less important than in the past; the first three months of the year have lost some share. April, September, October, and November are now more important than they used to be. The net result is that there is now less variation in the monthly shipments than there used to be. The chart reflects the use of these altered seasonal factors for shipments.

The Pace App Cafe will be customised with each operator's unique brand and allows them to create custom applications. Operators will have administrative control over the available applications in their library, which they can then package as part of their existing service or make them an additional offering.

The applications can pull their data feed from any Internet connection in the home or from the DOCSIS modems embedded in nearly all Pace set-top boxes.

The onscreen presentation of each application is designed to work alongside the existing electronic program guide and VoD applications. Many of the applications have the ability to coexist with live or recorded television programming, so subscribers can get constant, real-time information updates while watching television.

The Pace App Cafe is based on Pace's Engineware software platform and is underpinned by a standards-based Flash Lite Engine and published Software Development Kit (SDK).

Parvaz says her passport valid, but Iran screwed up.(Diaspora: Around the globe)

Journalist Dorothy Parvaz says she plans to return to the Middle East soon to continue reporting, and she will carry her Iranian passport, which she said has not expired, contrary to Syrian claims.

The Syrian government said she was stopped from entering Syria because she presented an expired Iranian passport. But Parvaz said the passport was up-to-date--just incorrectly filled out by the Iranian authorities.

She said her arrest was prompted by a discrepancy in the Gregorian and Persian dates in her Iranian passport. The Persian date shows it is still valid, but an erroneous Gregorian date implied it was out-of-date.

While the discrepancy was quickly resolved, the visa in her American passport, indicating she worked for Al-Jazeera, and the satellite phone and Internet hub in her luggage raised suspicions leading to her incarceration in Syria for three days before she was sent to Iran, where she was held almost three weeks.

Her experience in a detention center in Iran was tolerable, far better than in Syria. Parvaz says she understands Iran had to examine Syria's assertion of her being a spy. She recalls, "My interrogator [in Iran] was effective. This was not a picnic, it was not fun."

Other guards, however, were kind, she told The Vancouver Sun. They worried about getting her the right foods for her vegetarian diet as she was losing weight, and she was even sent back home with three boxes of gaz, the Persian candy.

Parvaz, 39, says she will rest for a couple weeks in her Vancouver home with her parents before resuming her work for Al-Jazeera in the Middle East.

YET another Premier League footballer has won a gagging order to suppress details of his sordid sex life.

The big-name player - described as a 'family man' - allegedly cheated on his wife in a six-month fling with topless model Imogen Thomas.

He met the 28-year-old brunette, who rose to fame as a reality TV contestant in Big Brother, in secret at a string of luxury hotels, it was claimed.

The famous footballer's own agent described the revelations as a shock, saying: 'This is incredible. I can't believe it. He is such a family man.

'I don't know what to say, knowing the closeness of his family.'

Yesterday the player became the latest celebrity to run to the High Court to prevent the public finding out about his alleged philandering.

Meanwhile, Miss Thomas ran to PR guru Max Clifford, who was last night fielding lucrative offers for her kiss-andtell story. He claimed Miss Thomas enjoyed a 'relationship' with the footballer, adding: 'She says she was in love with him and thought he was in love with her.'

Mr Clifford insisted the model had come to him for 'advice and guidance' because she was genuinely upset the story had leaked out.

He said: 'She never had any intention of talking about her private life.'

The High Court order bans the media from identifying the multi-millionaire star, meaning he joins a rogue's gallery of footballers who have exploited the might of the law to hide their alleged marital misdemeanours.

Mr Justice Eady's draconian ruling prevents the media from revealing any identifying features of the footballer.

In effect, it means fans whose sporting idols are raking in millions of pounds in sponsorship deals can never know if the star in the adverts they watch might be concealing a sordid secret.

However, despite the judge's decision, it is likely nothing will stop a fevered guessing game in internet chat rooms as to the player's identity.

When Miss Thomas was initially confronted at one of the hotels where the footballer was staying, she claimed she was either meeting her mother or was attending 'business meetings'.

Asked who the late-evening business meetings were with, she smiled and said: 'That's confidential.' But a friend of the model claimed she was 'completely lovestruck'.

Welsh-born Miss Thomas has previously dated Tottenham striker Jermain Defoe and in the summer of 2006 had a six-week affair with comedian Russell Brand.

She even helped make a TV documentary backing Brand after the 'Sachsgate' scandal in which he was condemned, along with BBC presenter Jonathan Ross, for a stunt taunting veteran actor Andrew Sachs.

Miss Thomas worked as a 'hostess' in a London hotel bar until she rose to prominence in 2006 in the seventh series of Big Brother.

After being evicted from the Big Brother house, she carved out a modelling career and appeared topless in magazines such as Zoo.

She was a cover girl in Maxim magazine and has also posed topless in the Daily Star tabloid, which dubbed her a younger-looking Catherine Zeta-Jones.

Five years ago, a holiday sex tape she recorded with a DJ boyfriend when she was just 20 leaked on to the internet, which she said made her 'feel sick'.

The footballer revelations come after a leading actor obtained an injunction to hush up claims he cheated on his wife with the same prostitute who slept with Wayne Rooney.

The celebrity allegedly paid [pounds sterling]195 for the encounter with 23-year-old call girl Helen Wood - who then sold her story to The Sun.

BEIJING, March 16 Asia Pulse - Premier Wen Jiabao has stressed the need to integrate China's telecommunications, cable television, and Internet networks (hereinafter referred to as network integration) in his report to China's annual parliamentary session that.

China's State Council, or the cabinet, said in mid-January that it would accelerate the integration of the telecom, radio, and television industries so as to interlink the three. Qualified radio and television enterprises would thereby be allowed to conduct value-added telecom businesses, some basic telecom business, and Internet business, while eligible telecom companies were permitted to partially engage in the production and transmission of radio and television programs.

On March 5, Wen said in the government work report delivered to annual session of China's National People's Congress (NPC) that China will foster strategically important emerging industries and increase investment and policy support for them, vigorously develop information networks, and make substantial progress in network integration.

For ordinary consumers, network integration will be seen through the integration of mobile phone screens, television screens, and computer screens, said Zeng Jianqiu, a professor at Beijing University of Posts and Telecommunications. The three devices' functions will be accessible through each other once network integration is complete.

The network integration is expected to intensify industrial competition, as telecom, radio and television operators will provide differentiated services, and thereby lower charges and further benefit consumers.

Industrial expert Fu Liao said the telecom and radio and television industry wanted to extend feelers into the other sectors, rather than open up their own markets. Each of the two sectors possesses complete industrial chains, including networks, terminal devices, business models, and content production. But the three-network integration will unavoidably break up the original structure and form a new industrial landscape.

The network integration may generate four operators, including the three Chinese full-service-integrated telecom operators and one cable TV operator. According to Zeng, the integration expects to see cooperation, as the telecom industry and the radio and television industry are both predominant, and expanding the market is of the greatest importance.

Li Dongsheng, board chairman of Chinese electronics manufacturer TCL Corp. (SSZ:000100) and an NPC deputy, suggested that authorities ensure and guide the network integration policy's implementation via a united supervision frame and supportive regulations.

According to Liao Renbin, general manager of China Telecom's (SEHK:0728) Hunan branch and an NPC deputy, the authorities should introduce network integration into the legal system as soon as possible, so as to provide it with a legal foundation.

Since China has yet to pass its new Telecom Law, Liao proposed China include three-network integration in the law, clarify policy limits, the operating body, operating content, and management mode. This will offer practical legal protection for the integration. Meanwhile, the law would balance power relationships between the telecom and broadcasting sectors, and boost the information industry's healthy development.

The networks will be integrated over several phases. In the pilot phase (2010-2012) the major task will be boosting the two-way participation of the broadcast and telecom industries. Qualified radio and television enterprises will be allowed to conduct value-added telecom businesses, some basic telecom business, and Internet business. Further, eligible telecom companies will be permitted to partially engage in the production and transmission of radio and television programs.

Through the efforts, China will establish national cable television network companies and formulate a basic competitive structure. Relevant working mechanisms will be formed and policies to ensure that the integration is carried out smoothly.

During the promotional phase (2013-2015), experience accumulated during the pilot operation will be disseminated. Further, the three-network capacities for broadband and digital television should increase; the industrial competitive structure will form; a new mechanism compliant with network integration will be constituted, and related rules and laws issued. Lastly, the supervision and management mechanism for ensuring the network's ability to safeguard its information will be completed.

Theoretically, if the telecom and the radio and television sectors cooperate well, costs stemming from infrastructure construction and operation will be lowered, which would intensify industrial competition and benefit consumers.

Besides the radio, television, and telecom industries, household appliance manufacturers also look forward to gaining share in network integration and boost the industry's further development, as long as they possess related technologies compliant with the three network integration, and are capable of offering competitive and attractive products.

NEW YORK Fed up with your hard-earned money going to big corporations while youre struggling to get by? Want to do something about it?

Youre not as powerless as you think.

Its not just tax dollars that get funneled to big companies. Consumers spend billions each year on fees and add-on charges, many of which are unnecessary, and often because theyre just not paying attention.

Take credit cards. MasterCard, Visa and other bank card customers paid $14.6 billion in 2008 just in penalties such as late payments and over credit limit fees according to Brian Riley, research director for Bank Cards at TowerGroup, a financial services advisory firm near Boston.

And thats just the beginning. Fees and surcharges are added to household bills, travel costs, banking, phone bills and more.

Some of these line items cover things like taxes that companies must pay. But often, those add-ons produce extra profit. Like the $2.50 "restocking fee" some hotels charge on top of the exorbitant prices for beverages in a mini-bar. Hotels generated $1.75 billion in revenue from fees and surcharges last year, according to New York University professor Bjorn Hanson, who studies the hospitality and travel industry. "It has become a major source of revenue, but even more important, profits, for hotels."

Consumer advocates see such charges, which they call "a la carte" fees, as misleading. "The trend is to deceive consumers into thinking the price is still the same, by adding fees and extracting services that used to be included," said Edmund Mierzwinski, a senior fellow at the advocacy group U.S. PIRG.

And there is more downside than just getting a larger bill than expected. "A la carte pricing is really not good for consumers because it essentially prohibits them from doing legitimate comparison shopping," said Jack Gillis of the Consumer Federation of America.

An online search may find the best airfare, for example. But if each person in your family of three has two suitcases, bag-check fees could range from nothing to $120. That makes it harder to figure out which flight is the really best option.

The proliferation of fees got a boost last year when gasoline prices skyrocketed, Gillis noted, with new charges added to everything from air travel to shipping costs.

Despite lower gas prices, expect that trend to continue and not just from major companies going after your nickels and dimes.

Witness that Gillis recently learned of some restaurants charging for the bread basket that used to appear on the table for free.

And when adding $25 to his daughters elementary school cafeteria account not long ago, J.J. Montanaro of San Antonio, Texas, realized the school would add a $2.50 "transaction fee" if he used a credit card. Sending in a check cost nothing extra, said Montanaro, a financial planner with USAA.

There are many fees consumers cant avoid, but some may be negotiated, and others dodged by changing habits or payment methods. But the first step is knowing they are being charged, which involves scouring your bills, receipts and account statements.

Here are 20 fees and charges you can look to cut out, potentially saving hundreds of dollars a year.

Household bills

* From small home security firms and heating oil delivery services to major telecom providers, a growing number of companies are charging "manual billing" fees for sending paper bills and statements, sometimes up to $3.50 a month. Sign up for e-mail billing or check your statements online instead and save up to $42 a year.

* Homeowners and auto insurance can often be paid in installments, but spreading out the payments comes at a price. Fees vary, but expect $4 or $5 tacked on each month for installments, or up to $30 extra for a six-month policy.

* Utilities, cable and Internet providers now commonly charge as much as $15 for making a payment over the phone what Mierzwinski calls a "pay to pay" fee. These fees are often waived online, so set up your accounts on the company Web sites in case you have to make a last-minute payment.

Gift cards

* Gift cards in the rack at your local supermarket can contain a rack of fees. For those with bank card logos like MasterCard, Visa and American Express, you may pay purchase fees up to $6.95. There can also be separate charges for activation, ATM withdrawal, and monthly maintenance if the card sits unused. Fees and regulations vary from state to state, so check the fine print on the packaging. Also check with your bank to see if they sell gift cards with lower fees.

Phone bills

* Cell phone companies will charge up to $200 in "termination fees" if you cancel a contract early. Some prorate the fee to reflect the time left on the contract, but check your end date before switching services. If riding out your plan isnt an option, check out a contract trading service, like Celltradeusa.com, ReCellular.com or Cellswapper.com, where someone else may bid to take over the remaining portion of your contract.

* Telephone companies often charge separately for services like voice mail, call waiting and caller ID, along with local and long distance calling. Some of these features may duplicate service you have on your cell phone.

Compare both bills, and cut out services you dont need.

* If you use a service and pay extra fees like roaming charges on your cell or if youve started texting frequently but still pay for each message you may be able to save by adjusting your plan to one that includes more options.

Travel

* Ask hotels and resorts if they charge fees for amenities like fitness centers or pools when you make a reservation, and again when you check in, advises David Lytle, editorial director of Frommers.com. If youre not going to use certain facilities, negotiate with the hotel before you sign anything that allows them to bill your credit card, he advised.

* When booking a flight, watch out for charges like selecting an exit row seat ($20 at AirTran Airways), seats with more legroom ($35 at Spirit Airlines) and even picking a seat in advance of the flight ($5 to $35 at Northwest Airlines). Wait until you get to the airport on the day of travel and you may be able to avoid fees.

* Pack light. Airlines wont just charge you for checking your bags, theyll sock you with another fee if any are too heavy up to $175 on Delta, for instance. If that heavy bag is also "oversized," youll be hit up for more, as much as $175 on United. With most carriers, including American, Continental, Delta, and United, these fees can be cumulative, so check the airlines Web site for its baggage restrictions before you pack. Bag fees are less common on international flights. Plus, you may be able to get some fees waived if you are a member of certain frequent flier programs, like American Airlines premium programs, or if you hold an airline-linked credit card like Continental Airlines Chase cards.

* Midrange and discount hotels often offer free Internet service, but higher-end locations tend to charge, sometimes as much as $19.95 per day. If your hotel wont waive the fee, check out WiFiFreeSpot.com or JiWire.com to find free service nearby.

* If you travel with your pet, you are likely to find yourself lapping up extra fees. Even self-proclaimed "pet friendly" hotels typically charge daily fees, starting at about $10 per pet, and in some cases additional per-stay fees up to $200.

* For years, savvy travelers have known using a credit card overseas could help save on exchange rates and fees. But credit card companies now typically add a foreign currency conversion charge of up to 3 percent. Lytle, of Frommers.com, said a strategy that will save on fees is to use a credit card only for large purchases, and use ATMs to withdraw cash for minor spending.

Banking, investing

* Banks charge $10 to $38 for overdrafts, with the median about $27, Federal Deposit Insurance Corp. data says. These fees are getting more common as debit card use grows. So be keep your account register current, and be mindful of debit card spending, ATM withdrawals and any automatic payments that you have set up.

* The fees for using another banks ATM have crept higher, and its not uncommon to see $3 to $4 charges. Using another banks machine may also trigger a fee from your bank. Search for your own bank when you need cash, or try getting cash back when making debit-card purchases. Even if your bank also charges a fee for debit-card purchases, that may be a less costly option than using an ATM.

* Banks may charge fees for frequent teller transactions or even for calling customer service. Wells Fargo, for instance, will charge you $2 to speak with a person, if your request could have been handled by its automated service. Check your banks Web site and the fine print on your statements to learn your banks policies.

* If youve switched jobs and left 401(k) accounts sitting in former employers programs, youre likely paying unnecessary management and servicing fees. These fees are often deducted directly from the assets of the funds you hold.

Credit cards

* Pay your bill late and expect to get socked with a fee of $30 or even $45. If youre prone to forgetting the due date, set up an automatic payment through your bank account.

* Rather than decline a purchase, credit card issuers now are just as likely to allow you to go over your limit and charge you a fee, typically about $35, says Adam Levin, chairman and founder of Credit.com. Starbucks Corp. said Wednesday that it has entered a "memorandum of understanding" to settle a lawsuit filed against it last week by Bellevue-based cellular carrier T-Mobile USA Inc.

Starbucks spokeswoman Stacey Krum said in an e-mail that the memo's terms will not be disclosed. She said the companies "are working towards a final settlement, which we expect soon."

The suit, filed in a New York court June 5, alleged that Starbucks breached a contract with T-Mobile by letting rival AT&T supply customers with free wireless Internet service, which deprived T-Mobile of revenue.

Dendreon files registration

to sell future stock, debt

Dendreon filed a shelf registration Wednesday, saying that from time to time it might sell stock, warrants and debt at a value of up to $300 million.

In the prospectus, Dendreon said it could use the proceeds for a number of purposes, including to "fund our commercialization activities for Provenge, including the expansion of our manufacturing capabilities, investment in our sourcing of components for Provenge, the hiring of additional personnel and investment in specialized technology systems."

Just shake your iPhone. At least that's the idea behind a new application from the folks at Urbanspoon, which operates an online restaurant directory in 41 cities.

Urbanspoon co-founder Ethan Lowry describes his company's new iPhone application - which will debut with the new 3G device next month - as a cross between a "Magic 8 Ball and a slot machine."

The application works with the iPhone's built-in accelerometers, which measure movement. It also ties into the phone's GPS functionality.

That allows a person in a select neighborhood to shake the phone - which sets off a slot machine style interface that returns the highest rated nearby restaurants on Urbanspoon.

Lowry, who has been testing the device in Seattle, said the idea was to help people find a good place to eat when they are "seized by indecision."

Cell fines OK for consumers,

but not for the government

WASHINGTON, D.C. - A leading cellular phone company declined to charge the government the same expensive fees it charges consumers for canceling their contracts early, acknowledging that "the government will never, never accept such penalty amounts," according to internal corporate e-mails obtained by The Associated Press.

The exasperating fees are the subject of a hearing Thursday at the Federal Communications Commission.

The e-mails from Nextel Communications Inc. come at a time when the FCC is considering whether to offer consumers relief from cell phone fees that the government itself appears to have avoided.

AP revealed details last month of the industry's efforts to help consumers avoid such fees in exchange for letting companies off the hook in state courts where they are being sued.

The Ontario government recently announced new legislation to ban the advertising of Internet gambling sites. Surprisingly, a spokesman admitted that one motivation was to stop the revenue losses at government-authorized casinos and racetracks. Apparently, gambling addicts aren't the only ones with a habit--the province is also addicted to the tax rake-off from the gambling institutions it licenses and controls. Meanwhile, it mouths platitudes about protecting young people from online gambling. The province also monopolizes liquor sales through the Liquor Control Board of Ontario, again purportedly to protect the public. But a glossy flyer arrived with my newspaper recently, inviting me to a free LCBO whiskey tasting. Why is the government pushing booze? This "protecting the public" stuff is utter hypocrisy. The province doesn't want to stamp out vice or protect the vulnerable. It just wants to monopolize the revenues from vice--like any other organized crime syndicate. It should knock off the benevolent parent pose.

I agree with you that Canadian governments tend to be hypocritical about these issues. When it comes to tobacco control, for example, the only two logical and ethically consistent choices are to ban it altogether or to tax it like any other product. In other words, if our elected leaders are so protective of our health, they should make it impossible rather than merely financially difficult for people to kill themselves through nicotine use. The better policy is to allow people to make their own decisions. And genuine freedom necessitates the possibility of making the wrong or bad choice. The real issue, however, is more significant than hypocrisy. The same political class that obsesses about tobacco and gambling refuses to address the real causes and addictions behind the greater health and moral crises of AIDS, STDs, family breakdown and abortion. It taxes bad habits but virtually encourages bad lifestyles.

You're right--hypocrisy is not the worst thing governments do. But when they posture about protecting people's health and pocketbooks, while simultaneously cashing in on people's folly and weakness, they create confusion about the state's proper role. Clearly, governments should quit being hypocritical, but the more interesting question is whether the state should protect people from their own vices, even if it were sincere about wanting to do so. I say no. That's not what governments are for. That's a role for family, friends, counsellors and spiritual advisers. Governments exist to protect individuals from being harmed by others, but not from being harmed by themselves. Too much nannying makes people dependent and irresponsible. These days, governments use socialized medicine as the excuse for intervening. "We have to protect people from smoking or drinking or eating wrong because we're paying for their health care." There's an easy solution to that one--privatize health care.

The answer is somewhere in the middle. In other words, practicality before ideology. The legal system, police, controlled borders, immigration and defence of the state are all legitimate roles for government. Liberty is not an icon to be worshipped but a means for people to lead their lives with the most happiness possible. So, for example, it is entirely acceptable for the state to prevent someone from being falsely labelled a murderer or a thief, but too intrusive for that state to control speech that may merely be offensive. The war on tobacco and alcohol is intellectually dishonest and reveals the modern dilemma. The point I was making was that even when we knew that AIDS was devastating the homosexual community, we were too frightened to question homosexual sex. Yet at the same time, we spent a fortune trying to dissuade people from smoking the occasional cigarette--ideology before practicality.

A TOP British diplomat described Saddam Hussein as ``a presentable young man'' shortly before the former Iraqi dictator took over the country in 1969.

The assessment by then British Ambassador Glencairn Balfour-Paul added Saddam had ``an engaging smile'' and was a man with whom Britain could do business.

The ambassador's letter to London, which has just been placed on the internet by the US National Security Archive, said the tyrant was ``initially regarded as a party extremist, but responsibility may mellow him''.

Another Diplomatic Corps document penned by Balfour Paul said Saddam, then aged 32, ``spoke with great warmth and what certainly seemed sincerity''.

Elray Resources Provides Revenue Guidance for its New Online Gaming Operations.

On February 21, the Company acquired Splitrock Ventures BVI, an online gaming business which owns and licenses Gaming Intellectual Property, Gaming Domains, Trademarks, and Player Databases.

Operational and Revenue Guidance
