President Bush's famous invocation of North Korea, Iran and Iraq as the "axis of evil," proclaimed in his 2002 State of the Union address, today rebukes his policies to contain their threat to America.
Mr. Bush has proved himself much better at speaking boldly than he has at acting effectively to protect the United States. "Bring them on" has no more eliminated the forces of Islamic jihadists than "Mission Accomplished" successfully concluded the American invasion of Iraq.
